For Emory University, the policy is available online at: http://policies.emory.edu/7.6
For Georgia Tech, the policy can be seen at: http://otl.gtrc.gatech.edu/documents/IPPolicy.pdf

ABOUT THE REVIEW PROCESS
Q: How are the proposals reviewed?
A: All qualifying proposals will go through a two-step review process, an initial scientific review by peer scientists followed by a comprehensive review by a six-member panel which includes two venture capitalists, two entrepreneurs or business executives, a physician scientist and a basic scientist. The panel will select candidates who will be asked to give presentations to the panel. Emtech Bio will announce final selections in April, 2009.
Scientific reviewers are solicited primarily from universities in Georgia. The reviewers are selected based on their expertise related to the area of the proposal, with careful consideration of potential conflict of interest.
Q: What is meant by "follow-on funding"?
A: Follow-on funding could be an STTR or SBIR Grant, GRA VentureLab funding, angel funding or venture capital, industry partnering, etc.
